Foundations in south Finland

Hello,

I have a friend who wants to build a house in finland. He wants me to sign off on his foundations. I have no experience in working in such a cold environment but I am more than comfortable with a simple house foundation. Is there anyone from Finland on this forum who can help me with respect to specific local issues, standards or codes I should be aware of? Also, what are the requirements to certify a foundation in finland?
