Do column lateral resisting elements of a CANTILEVERED COLUMN BUILDING SYSTEM have to satisfy the ductility requirements for frames? Why?

According to Section 1628 of UBC 97 "R" is numerical coefficient representative of global ductility capacity of lateral force resisting systems.

For Cantilivered Column Building Systems R = 2.2.

It will require to design this structure for loads 4 times larger than Special Moment Resisting Frame (R = 8.5).

By using this coefficient every system (with different ductilities) should be able to take requred load.

Is this what you are after?
 
Sorry, what I meant is the conformance of the special seismic detailing of the cantilever column elements as specified in 1997 UBC, Section 1921.4, "Frame members subjected to bending and axial loads."
