Framing members in plywood shearwalls

Using the 2000 IBC code and current NDS standards.
Can built-up 2x members be substituted for the situations where a 3x member is required per code to achieve the allowable shearwall design values?
i.e. (2)2x6 studs in place of a 3x...
this would ofcourse assume that the built-up studs are properly connected.

any suggestions or interpretations of the code commentary would be greatly appreciated.

This issue has previously been discused.
Do a search.
There is a paper referenced that addresses the issue but I don't have the site address.
 
I don't think you can substitute 2 - 2x for a 3x member. The primary purpose of requiring the 3" is to avoid wood splits from closely spaced nails, which wouldn't be helped by going to 2 -2x.
