Freeze Protection-Shell Building

I need advise in designing a freeze protection (for fire sprinkler lines) heating system for a 10000 sf shell building-the architect calls it a "white Box". My questions are:
1- What type of equipment to use?
2-If we have gas and electric which is more common to use?
3-Do we put in one large unit or several smaller ones?
4-What happens to these as the building gets tenants move in one by one?
5-What the contractors do with the used ones. Do they keep re-using them on various projects?

Most rental buildings use unit heaters for the unfinished spaces, as people move in, AC is added to the tennant space.

Generally gas is less expensive. Several smaller units is better since it gives you redundancy and greater reliability.

As tennants move in the heat can remain to serve a unconditioned storage room in the back if applicable.

Used HVAC equipment is seldom reused in a different building due to the fact that owners like a warranty, which is only available with new.
