Frequency stabilization

I am currently working on a project to put an extruding machine onto a pipe laying barge. the problem is the ships power has permanent frequency variations of ±5%and
transient variations due to step changes in load of ±10% frequency deviation and the manufacturer of the the equipment will only accept a 2% deviation. This is a 3 phase 440v 60Hz system the power passes through an isolation transformer before connecting to the equipment. Any suggestions on how to reduce this deviations

About the only way you will get there is through a rectifier/DC link/inverter system to isolate the AC frequency of the source from the AC frequency of the load. Something like a variable frequency drive, operating in a constant output frequency mode.
 

I think you may be battling basic physics—reduce load or stiffen the source; id est, a bigger genset.
