Fuel-Oil Pumps Location, Where is better Inside or Outside of Building Boilers ?

Dear all,

I am commenting vendors documentation, and there is a modification from the vendor of the steam boiler.

In our engineering we consider the boiler burner fuel-oil pumps is outside of the boiler building, but vendor of the steam boiler considers those fuel-oil Pumps inside of the boiler building. The fuel for boiler burner is fuel-oil, #6, Gr B.

Now, we sent a formal enquiry to the vendor for justification of these modifications.
Last, the data sheets of the engines of the pumps, does not explicitly indicate that this is considered as Classified area I, Div 1, which we already require as information to be provide by Boiler vendor.

Assuming that Boiler vendor confirms the area is Classified I, Div 1, my queries are:

1- What advantages/disadvantages are for between locating these pumps outside or inside the Boiler building?

2- Is there a Standard which indicates recommendations depending on the location of these pumps, meaning outside or inside of Boiler's building?

Attached picture shows where vendor of boiler is locating Fuel-oil Pumps, i.e. inside building.
