Full encirclement saddle

Hello All,

I'm reviewing a work order for already installed line and I came across "Full encirclement saddle."
My question is: Is this a pressure containing component? I know that it may have a vent hole, but I want to know if a full encirclement saddle is pressure containing or non-pressure containing device. Thanks

Full-Encirclement Reinforcing Saddles are used to provide reinforcement for branch outlets in accordance with ASME B31.3, B31.4, B31.8 and other applicable design codes. Although Full-Encirclement Reinforcing Saddles are designed to fully encircle the run pipe, they are not designed to be pressure retaining. In order to avoid gas entrapment during welding and to prevent pressure containment, should a leak develop underneath the saddle, Full-Encirclement Reinforcing Saddles are provided with a vent hole.

I agree with Bimr.

Another important use of a full enciclement pad is to where longitudinal welded atachments to pipe are not allowed, such as some nuclear and HP pipeline designs and in piping subjected to severe acoustic or flow induced vibration.

I would be just a little wary (say without a manufacturer, model number and history of why this device was installed at this location in a pipeline, of thus far undescribed specific service and age) about assuming a whole lot of definity to any of our interpretations of three generic words like this.
There are frankly a whole lot of past and present devices that could either accurately or imprecisely described with these three words, and for a whole lot of purposes. Some could certainly be argued to now or in the future be "pressure containing", and some maybe not.
