Full Vacuum Design Pressure Assumption

I have a pressure vessel with design pressure 100 barg. Is it acceptable to assume that the vessel can withstand full vacuum also?

No, it is not acceptable to make any such assumptions. The appropriate calculations must be performed. After the calculations are done, then you will know.

You know what they say about the word ASSume...

That said, there is a good likelihood that the calculations will pass, provided the D/t ratio is not too high, nor the L/D ratio, and the temperature is not excessively high. You do understand that the failure mechanisms are very different between internal and external pressure, and hence a simple assessment is not possible?
 
The diameter and modulus at operating temperature will control this

At 100 psig design pressure, if the vessel is steel, and the diameter is less than 36 inches.....then yeah...probably.

It is an easy and straightforward thing to perform a calculation and check this....

I suggest that you use either the PV handbook or the Bednar PV text

100barg = 1500psi (approx).

You'll most likely be okay, but calculations are required.
