Fuses low side PT before test switch 1

Needing some input about using fuses on the low side of PTs before the test switch of revenue meters. Is there an industry standard and what are some pros and cons?

The fact is you need a disconnecting means. That said, fuses provide that. But many PT's can't provide enough current to blow some larger fuses, so they really do nothing other than a disconnecting means.
The problem with small fuses is they can blow for voltages surges, which tend to happen in substations.
