G59? What is it?

Ground dectection overvoltage relay?
Overvoltage relay connected across broken delta windings of grounded-wye / broken delta grounding transformer?
Neutral-ground overvoltage relay on generator or transformer grounding resistor?
 
Buy a copy of Engineering Technical Report 113 from the Electricity Networks Association and refer to the commissioning ticksheets in Appendix 4 & 5.
If you really are a dummy then find an experienced commissioning engineer to do it as the local distribution Company may well want to witness the testing, and it won't instill much confidence if you don't know what you are doing.
ps a tip for the future. Use of the word "please" may well illicit a more helpful response.

It's a Guidance Note issued by the UK's Electricity Association which deals with the need to disconnect small embedded generation from the system in the event of system collapse. It is typically implemented using one or both of df/dt or vector shift. Setting these relays is highly depenedent on the machine itself and the local system conditions.

The tandard has recenty been updated to G59/2 and is very different to its predeccessor. The appendixes also now include test reports.
