Gap Between Vertical Steel Plate and Concrete Wall

We have a vertical steel plate connected to a concrete wall by mechanical anchor bolts with a gap of about 2cm between the steel plate and the concrete. The gap was not accounted for during design. Is there a structurally sound way to seal this gap (for example: non shrinkable structural grout)?
 
Yeah, probably grout. In my mind, however, you would still have an additional moment on your anchors at their entry point into the wall owing to the additional eccentricity of shear load delivery caused by the 2 cm gap.
 
I'm going to take a guess that this is a connection plate for a beam/joist? Is it mostly gravity load or is there a large axial component? Sketch?

I've fixed this by anchoring another plate or an angle below or beside the 'offending' plate to deal with the shear load that wants to bend the existing anchors. If ~2-3-4 additional anchors cannot handle the additional demand then I'd start looking at other options.

Ditto Koot's second sentence. It's essentially a baseplate mounted on a vertical surface. The shear is still there after the grout dries.
