The AISC has guidance for bolt spacing, edge distance for sheared and rolled edges; you also have to provide clearance so that the bolts do not interfere with impact or any type of wrenches. There are also those industrial standards used by fabricators.
I suggest you consult AISC specifications section in the manual (ASD and LRFD editions).
