Garage Door wind ratings

I have seen two ratings on doors one showing tested value and one showing design value.


Would anyone agree that if the tested values exceed C&C and the design values exceed MWFRS that the door can be shown as rated to design values of MWFRS forces?

I WOULD THINK DESIGN VALUE HAS TO EXCEED C&C
