I have a 40'x60' garage/storage space over a basement garage/storage in a barn. I realize some attention needs to be paid to resisting oils, salts and water from penetrating the slab and compromising the structural framing, as well as the space below. I've used a concrete topping on a waterproofing membrane over the structural slab in the past, but I'm wondering if this method is overkill. I'm thinking of a concrete sealer/hardener on the structural slab surface, and eliminating the topping and membrane.

A penetrating sealer should work fine for your purposes. You may also coat the surface, though not necessary.
