Gas Boiler Combustion Efficiency

Hello Every one
I need your help regarding boiler combustion results, We have made the boiler combustion test from outsource, and they ve given us the following results

CO 10300(mg/Nm3)
Excess Air 26%
Oxygen 4.31%
Co2 23.5%
Stack Temp 190 centigrade
Combustion Efficiency 96.8%

I am bit confused when I read above results, I think these results or not right, may the instrument error

Dear Shahid Ali,

What is the capacity of the boiler?
Is it a package boiler?
What is the fuel used in the burners?
Does the boiler have air pre-heater?
Or a condensate pre-heater?

As a first look, the stack temperature (must be at the outlet) is way too high.

The Boiler Capacity is 1200 kg/hr, package type boiler,and fuel is natural gas( GCV 960 BTU/SCF)
No any pre-heater( Condensate or Air) or Economizer installed,
