Gas meter for low pressure atmospheric tank vent lines

Hello,
We have API 12F tanks that operate from 1 to 12 ounce/sq-inch, trying to measure the vent gas to the flare at such a low pressure, any experience with measurement device at such low pressure?

As much as possible, do it right the first time...

Velocity?

Accuracy needed?

Could try Ultrasonic, pitot tube or hot wire. All very low or no differential pressure.

Probably need at least 10 to 15 D straight length to get sone uniform flow

My past practice has been to infer the vent flow from the displacement of incoming materials into the tanks. Is that not good enough?
