Dear Everyone (Gents & Ladies),
I am becoming new to the planning department within my company (Petronas) and we are having a brand new project that will be assigned to my department. It will require me to find the Ball Park or ROM Cost Estimate of the Gas Processing Plant.
ANYONE HAS DONE LICENSOR TECHNOLOGY PACKAGE ESTIMATE. YES, IT IS JUST REQUIRED THE INITIAL LICENSOR TECHNOLOGY ESTIMATE ONLY. WE THOUGHT TO ESTIMATE THIS TO BE 16,000 HOURS OF MAN-HOURS TO WORK ON THE EVALUATON. ALSO, PLEASE HELP ME WITH A BREAKDOWN OF THE COST ESTIMATE FOR THE LICENSOR PACKAGE, I NEED TO KNOW THE MAIN ELEMENTS OF THE COST. HOW DO WE COME UP WITH THE HOURS.

22 Million Cubic Meters per Day GPP Process Facilities
The main facilities within the plant are:
• Pre-treatment: The gas is conditioned suitable for processing through the plant. This involves protection from mercury contamination and dehydration.
• NGL recovery: This is the core of the process plant and operates at cryogenic conditions to condense the natural gas liquids from the gas phase. Cryogenic turbo-expander technology is proposed to efficiently recover the NGL liquids.
• CO2 Adjustment: To meet the requirement to be able to by-pass GPP, the feed and export gas for each pipeline need to have similar composition. Before export, residue gas from NGL extraction needs adjustment back to near Customer Pipeline feed gas CO2 specifications, respectively.
• Export gas compression: The NGL recovery process requires the reduction in pressure of the feed gas stream. The export gas compression provides sufficient pressure to transport the gas to the two main consumer locations. These two systems will operate at different pressures.
• NGL fractionation: The NGL recovered from the feed gas is separated into product streams of LPG and condensate.
• Export terminal: While part of the LPG is exported by truck from the GPP, the bulk of the LPG and all of the condensate will be exported by ship through the export terminal. Main liquid storage facilities will be located at the export terminal. Export will be through a single point mooring off the western coast of Malaysia. The single point mooring is assumed to be in approximately 15 metres of water, allowing access by small ships.
