Does anybody know of any methods to reduce the required relief capacity of a relief device on a turbine exhaust to a value much lower than the full flow, to protect the exhaust casing and outlet ducting in the case of a blocked outlet? Alternatively, are there any aspects of this scenario that can be "credited" as a reduction in required relief capacity?

grt12 - No, it is not normally open to atmosphere, but a vent stack can be manually opened. This turbine provides low BTU fuel gas to 3 steam boilers and there is a scenario when their inlet butterfly valves can fail closed, while the vent stack is closed. Thanks in advance.
 
You may want to consider a High Integiry Pressure Protection System (HIPPS). This technology can reduce your relief load by using high-availability safety instrumented systems.

during blocked outlet of gas line in turbine if we could reduce the input to the system by prediction pressure in the system then we could control pressure in the system.
if during blocked outlet the reducing of input is not possible then we should provide pressre safety valve(relief device),and outlet of relief device should be conducted to flare for chemical and safe location in atmospher for steam.
