GD&T question

I have a part drawing from 1976. It has a callout that states "Ream 2 holes in line within .001". My question is, what type of GD&T callout could this be. I've had several conversations with other people and the question of this being a radial or cylidrical tolerance zone comes up. It sounds like position to me. Anyone have any insight into this callout?

I would use a composite true position callout.
