GD&T - Unilateral Profile tolerancing

Please look at the attached pics for unilateral callout.
I have asked many people how to read this and get split answers- half inboard and half outboard.
Please help explain the correct answer.

AFAIK, it's impossible to tell from what's specified. Best ask the customer.
