General & local notes, Solidworks drawing 1

Hola!!
First time in this group. I'm a drafter/designer and create detail dwg & assembly dwg for a medical device company.

My question: Is there a way to link item number from a local note, to the assembly structure (or anything) so when we add or delete items (from assy.) the general or local notes (item #s) will update?...or Is there a better way?

For exempla:
"...2) FASTEN HOUSING, ITEM 3, TO BASE, ITEM 6, USING NYLON SCREW, ITEM 1 AND WASHERS, ITEM 2, AS SHOWN...."

I know when using balloons, we can set the balloon to "item number" and also setting the BOM to "follow assy. order"
we can add/delete items from the assembly and the drawing will update (balloons).

As far as I know you cannot link Item Numbers to notes. A simpler way would be to just refer to the name or part number of the part.
