Generator Surge Grounded Neutral

Greetings,
For Hydro Generators, is it common to combine both a resistor and capacitor/surge arrestor for protection of the stator? I've seen generators with neutral grounded via a resistor.
How common is it to have a surge grounded neutral on the machine, which would consist of both the resistor, capacitor and a SA?

Also, for capacitor sizing, are the line-to-line Voltage a primary design parameter?
For surge arrestor, my understand it would be the nominal voltage of the system and whether the generator is effectively grounded.

Surge protection capacitors are generally installed on the line side of the stator.

I have not heard of using surge arrestors and/or surge capacitor on the resistance grounded side of the stator. I also live in a very low lightning area, so I would be interested to hear if other regions use this configuration. I
