I have a 3phase generator supplying a small lodge, whats happening is that the generator wants to start even when supply authority power is on.The lodge electrician is suspect cable short circuit on the load side,but the generator relay sensor is on the supply side.

Please advise possible cause

Depending on the controller it could be several issues.

1. your generator could be a 2 wire start direct onto the controller
2. you could have a blown phase fuse simulating a mains failure
3. you could have a faulty controller

Is this a new installation or existing?
Step one: Stop guessing.
Step two: Isolate the problem.
I am assuming that the generator is configured for automatic start.
The generator control board should have a set of terminals for remote start. Disconnect the wires from these terminals and see what happens. If the set still tries to start there is a fault in the generator control circuit.
If the set no longer tries to start;-
Step three: Reconnect the wires and go to the Automatic Transfer Switch. Disconnect the two wires that go to the generator for remote start. If the set still tries to start, you may have shorted control wires.
If the set no longer tries to start, you have a problem with the Automatic Transfer Switch.
Step four: Check the following at the ATS;
Control switch in the wrong position.
Circuit breaker turned off.
Fuse blown.
Faulty mains failure detection relay. This relay is normally energized by the mains. If it fails it will often try to start the gen-set.
A possible general failure of the control circuitry in the ATS.
Make and model (size) of the generator and the ATS will help.
