GFI Outlet in powder room

Hello,

I have a powder room (sink and toilet) on the first floor of a 3-level townhome in Loudoun County, VA. There is no bedroom on this floor of the home.

There is NO electrical outlet in this powder room. I have been told by a home inspector that this is a code violation and that there MUST be a GFI outlet.

I understand that if there was an outlet, that it must be GFI protected, but with no outlet at all, is it required that I add a GFI outlet to this powder room?

If possible, please cite the code if you have it.

Basis: If you don't put a GFI outlet in there, somebody will run an extension cord from another area. Then you'll have non-GFI power in a room with water fixtures, not a good mix.

Who builds a bathroom without an outlet?...Clearly a man.
Specifically it is NEC 210.52 (D) Bathrooms
 
I think that it's a gender thing David. It's where girls go to powder their nose or something.

I live in the same part of the world as David, but it's not new to me. From answers.com:

1 A lavatory for women.
2 A lavatory for guests in a private home.
 
I'm familiar with term "powder room", but never associated it specifically with a half bathroom. Live and learn.

Yeah, when I first saw powder room, I thought "powder magazine"; why would you put any receptacles there. Guess I watched too many old naval battle movies.
