GIS Field Viewing Solution for Utilities

I'm working with a mid-sized water management company who is looking for an easy to adopt (cost and training wise)software for viewing mapping data. They have looked at several "brand name" solutions but are looking for something better for the end-user application.
Compatiblity with brand name data and data maintenance software is required.
