Although not mentioned in this podcast, Bunker-C powered smoke-belching ships are a specific major source of soot that could (and should) be put in the environmental cross-hairs.

The big advantage of these sorts of targets (per podcast) is that corrective action can be easily justified - even if AGW is assumed to be completely false. The lack of attention to these issues (the low haging fruit of soot, methane, ozone) demonstrates that the climate debate has become a useless "religious" schism, and is not being logically and efficiently addressed by the extremists on either side.
 
At least some ports require them to burn alternate (less polluting) oil when within port authority zones.

The State of Virginia just bribed them, I mean starting providing financial assistance to use alternate fuels while in our ports. I guess ships, spending a lot of time at sea or just in coastal regions, are more out of sight than power plants or cars. However, pollution is pollution.
 
Governments are generally more about appearing to care for the environment rather than actually being so.

Example.

Kerb side recycling from domestic household waste where a truck travels a long distance to gradually pick up a very light load of poorly sorted mostly recyclables BUT does not collect from commercial premises where it would be economical to have crushing equipment and where the recyclables could be in large quantities at one site and well sorted and crushed so the truck gets a full load of quality product for minimal travel.

They do the more visible one, not the more effective one.
