I have a 6" diameter HDPE tube, which needs to be shortend, via cutting out a section of it, then reattached back together. The tube is the middle portion of a large spool. I know HDPE is a difficult plastic to glue, and I am only able to find one adhesive that claims works on HDPE, called Plastex 3000. I have virtually no adhesive experience, but my thought was to use a plexiglass tube as a outer sleeve, then glue both ends of the HDPE tube inside of the sleeve with the Plastex 3000. Any ideas on how to do it differently, or more effectively are appreciated, thanks.

If you could get acrylic in that size really cheap, maybe it could work as a cofferdam ... or not. I'd expect something aggressive enough to bond HDPE to cause acrylic to crack/ melt/ craze/ turn to goo instantly.
