Glycol Reboiler Vessel + Glycol Reboiler Bundles to get complete U stamp

Dear Sir/Mdm,

I'm having an issue here to complete and fulfill client requirement.

Situation

1. I've 2 equipments with 2 tag no and 2 datasheets
2. One equipment is fabricate in Oman (register as vessel) and another one fabricate in Malaysia (heater bundles; tube side only)
3. Fabricator in Malaysia has performed HT in the tube side & shell side (using dummy vessels).
4. Fabricator in Oman has retrieve the full u-stamp as a vessel but fabricator in malaysia only got U-part stamp for tube only (from AI).
5. Now, when we integrate this 2 equipment together (through the flange) in the process, glycol reboiler vessel is U-stamp and tube bundle is U-part, client has refuse it to accept it as U-part. They want it as full U-stamp eventhough it just tube bundle only (without the shell, as the shell is fabricate in Oman).

The questions is, what should I do to get this glycol reboiler bundles (tube only) as full U-stamp?

Only the fabricator of the tube bundle can do it. If it was tested external/internal it can be done by ammending the ASME, National Board Registered Dada Report, all with the concurrence of the A.I.
Next time you can arrange the vessel fab. To take responsibility and stamp the whole vessel by getting a partial from the bundle mfr. But I guess the can not be done at this time. But only if the Vessel mfr AI will sign off as a complete HX.
