Going from PVC (concrete ductbank) to RMC (stubups/aboveground) Part 2

My initial post was as follows:

A concrete, below-ground, ductbank system made up of PVC conduit. At every point of stub-up, a transition from PVC to RMC is performed. The RMC will have a grounding bushing on it and it will be connected to the system ground grid. Is this an acceptable installation? Note, each piece of equipment has its own ground. Any motors will also have a dedicated stringer to the system ground grid.

Another questions has come to light...something that I didn't factor into the equation and now need some insight.

The bulk of the area is a Class I Div II area...with some Class I Div I areas(3-5' radius' here and there)and some non-classified areas. Is the above installation still acceptable? The top of the ductbank will be 2' below top of grade. The conduits will be encased with 2500 psi concrete with a minimum of 3" of concrete above and below each conduit and 2" on any side. The rigid metal conduit will be used for the last two (2) feet prior to emergence from concrete.
