Table 434.6-1 of ASME31.4 (2022) shows the Minimum Cover for Buried Pipelines in different locations. But what is the minimum depth of cover for a pipeline constructed in the Sahara (sand dunes) with frequent sand storm?

3 ft is minimum. If you want to ensure the pipeline remains buried, you can investigate the maximum wind erosion and scour depth of sand typical in the region, then Bury below whatever depth you find offers protection. I have not gone that far, burying to 3ft cover and then relying on regular patrols to notice where the pipeline is experiencing erosive cover loss and replacing that as necessary.

Can we bend internally coated (FBE) carbon steel pipe using bending machine at site as per the minimum radius bend stated in ASME B31.4 ?
 
FBE is usually good for 2% strain. Work out what the strain is for you particular bend radius.
