Would anyone have any idea what bolt torque would be used to connect a steel plate to a fiberglass plate?

The fiberglass is a small "tank" like structure with flat flanges. The steel plate is part of a steel assembly that support the weight of the tank and its contents. We are concerned that too much torque will crack the fiberglass.
