Is there anything available through API for configuring the background colors?

If you are talking about the graduated colors in the standard shaded modeling views, then no, there are no API functions that I am aware of to change those in the current part. You can set the customer default values for the colors, but that only affects a new part (created with the "blank" template). The "background" class mentioned above only changes the background for the studio rendering and high quality images. If you work in studio shaded mode, it would be a solution for you.
