Gravel resistivity for grounding mat calculations

IEEE STD-80-2000 has 10,000 Ohm-m for wet gravel in Table-7, while IEEE STD-81-2007 has 1,000 Ohm-m in Table 4-2. Is this a typo in Table-7 Std-80-2000 which gives un unsafe result by allowing a smaller grounding mat?
