Grayed-out symbol shapes for Datum Target leader in Catia V5 drafting

I am having trouble changing the symbol shape on the end of a datum target leader. For some reason the option that I want is grayed out. I am able to copy paste a datum target symbol from the 3D view but it cannot be used to precisely point to the thing I want. Any thoughts?

1. what symbol shape do you want to use? It might be grayed out because it's not valid based on your drafting standard

2. is the copied datum target in the same view as what you want it to point to?

1. The "Cross" symbol shape. How do I change the drafting standard.

2. The copied target is in the same view but when I try to "attach" it to the specific datum point it jumps over as if on a grid. Even when I ctrl+select and try to move it it still does not want to attach. The native datum target from inside the drawing is able to snap right to the point but not the copied one.
