I never worked on Grooved Piping before but now I have to do shop drawings for a project.
The question is ............
Can grooved fittings be attached to each (directly) without using a spool piece?
For example ....... I have a shut-off valve + Tee + Elbow, can I connect the valve with tee and elbow directly by grooved coupling?
Does NFPA allow this?

No issued that I'm aware of - I believe it's done all the time. I'm assuming that all of your piping is typically welded? Can't imagine anybody threading large-diameter piping anymore.
 
Yes you could, but since your question is very basic, I suggest you get manuals and drafting software from Victaulic or other manufacturer to bee familiar with grooved accesorioes to see if the available options suit your needs.
