ground and surface effect sources?

Hey people,

I'm looking for papers, books or just any information you might know regarding the wing-in-ground-effect (I'm going to call it surface effect to differentiate from the other anti-lift ground effect). I need some general info on it, but going specific, I also need to know what the effect of it on an inverted airfoil such as the front downforce wings of formula 1 cars.

I can't figure out if in this configuration, it disappears or if it's still present and either assists or becomes a problem. Regardless of the answer to this question, I still am looking for some valuable sources of info on what seems to be a poorly understood and modeled phenomenon (at least here in the west)

And to be honest I'd expect Boeing et al to have a good grasp of it since their aircraft have to get off the ground.
