Does ground motion with a low period always have a higher acceleration? if so why?

No.

Generally we are interested in the peak ground acceleration and the spectral response curve of a given ground motion.

Ground motions are not sinusoidal and don't really have a single time period associated with it. So I'm not really following the question I guess.
