we are using siemens plc and siemens industrial pc. the power supply for the plc, industrial pc and all inputs and outputs is 24vdc. when one cable of either input or output is grounded, the indication in the pc for transmitters will go on maximum thereby activating alarms and trips but the indications of transmitters in the field is normal. what could be the best solution to this problem?

If I have understood your problem correctly, then grounding the 0v DC line will probably cure it. This will also ensure that should a ground fault occur, the over current protection on the 24v DC will operate.
