If a disconnect and/or starter is rated at 240 volts [whatever amps etc.] and is currently fed from a grounded 240/120V Delta XFMIR. Can the same disconnect and/or starter be re-installed in a 120/208V system?

The short answer is yes.
There may be some exceptions, some lamp ballasts and some other equipment have different connections for 240 Volts and 208 Volts, but the overwhelming majority of 240 Volt equipment will work on 208 Volts.
