Grounding in concrete foundation

I would appreciate an input from you on a situation.
A 7.5 MVA oil filled transformer with fuses on primary side with a disconnect and a Vacuum breaker on secondary located at a distance of 15 ft from transformer inside a switchgear room.
We will get the resistivity results of soil soon. What I am trying to find out here is that
"Will my grid only cover the yard where transformer will be on a concrete foundation or it will be under the switchgear room also ?". And I was also advised that it should extend three feet out side the fence.
I recall you mentioned that grid is never laid inside the concrete foundation.
So I just design my grid covering the yard area and around 3 ft outside the fence.

I would appreciate a word.
