Grounding of PEN in a TN-C earthing system

Dear forumeers,

IEC Standards:
In a TN-C earthing system can the PEN conductor be grounded at the power center side in lieu of at the transformer side?
If yes, what are the pros and cons of the two options?

Can it be grounded both at transformer and at the power center ?

In my opinion, if the Power Center is close located the voltage drop from transformer neutral to Earthing point will be negligible and then the PEN conductor could be earthed on P.Center. Else, unbalance of voltages to neutral [Earth] it could occur.
If the neutral[PEN] is earthed in multiple points part of current will flow uncontrolled through the earth and the earthing [or neutral] current cannot be separately monitored.
