Grounding of Storage Tanks

Can someone explain why fiberglass storage tanks are grounded?

If tank is used for storing a non-flammable material is grounding still necessary?
 
Only conductive objects can be grounded and fiberglass composite is generally non-conductive. All conductive objects in a plant should be grounded, including piping and tanks. Fiberglass is not usually used for flammable materials because it is not fire resistant and it also is not conductive.
