Grouping Dimension/Text 2

I've looked in a bunch of places - can't find the answer.

If I have a dimension, and want to 'group' it with text- I can - sometimes, but sometimes the 'group' option isn't on my RMB menu when I CTRL click the two items in question. What's the difference as to why I can and cannot 'group' the items?

Can someone please point me to the right answer?

On the drawing the note has to be part of the active view where the dimension is.

Any time I have that same problem, it is usually caused by what Chris said.
