Where in SolidWorks do you specify the path to the Gtol.sym file?

This is the file that governs what your symbols library looks like.

I attached an image of the symbols library GUI.

Now that I've customized it, I want to make sure all my users can pointed to a central place on the network. But, for the life of me I can't find where to specify this [assumingly] in the Tools --> System Options. Can someone help?? :)

Unfortunately the lack of ability to use a shared common location for the Gtol.sym file is one of the failings of SW.

You will have to create a master Gtol.sym file and copy it to each and every computer needing access to any custom symbols.

This is something they get bugged about constantly. Rumor has it that there's been a relunctance on their part to fix it because the current method for using the gtol.sym file is so deep in the code that they would have to do a major rewrite to fix this issue.
