Guarantee Coal

Dear All,

I would like to ask how to proceed with the performance tests on a coal power plant if the fuel quality is different from the contract? how do we create a correction for the thermal performance of the plant. Guarantee coal is different from the actual coal purchased (lower quality).

This should have been addressed in the contract documents.

Proper documents should address guarantee conditions for a variety of "probable" coals that the plant may use.

A lot depends on the specific boiler guarantees that you are trying to meet..... is it heat rate ? emissions ?

You may have to bring in a third party and re-negotiate a new acceptable performance test.

As well as emissions and heat rate, you may need to look at a number of the off-spec coal's characteristics, such as its grindability, whether it be free-running, sintering, slagging, caking, etc; depending on these, you may encounter major operational problems if you attempt to fuel this plant with a coal other than with the type for which it was designed.

Hi! thanks for all the comments. just to be clear, our design coal envelope has this specific guarantee coal and beside that there is a range of coal quality (high and low values). Guarantee conditions states a list of parameters such as air temp, humidity, etc. including guarantee coal.
I want to know how to proceed if the coal that will be purchased is not the guarantee coal but is within the range of the coal design envelope.
