Guardrail Force on Retaining Wall

I am trying to design a guardrail on top of a precast modular block retaining wall and am looking for references on how to apply forces from a post and beam guardrail to the wall.

AASHTO recommends a 1 meter setback from the blocks and a 300 plf force applied to the top two layers of geogrid for a MSE wall. I am trying to find out how to apply loads from the guardrail on a smaller wall with no geogrid reinforcement.

I don't believe AASHTO has an explicit guideline for a wall. I would think the forces would be identical to those for a deck supporting a post and beam railing, A13.4.3.
