Hello, hope all is great.

Would anyone happen to know of any guidelines for conducting a structural assessment of an exisiting building? I am only familiar with the two guidelines listed below:

1. The Building Authority in Singapore has a guideline on periodic structural engineering inspections of existing buildings:


2. Furthermore, the American Society of Civil Engineers has a guideline on the structural condition assessment of existing buildings:

dik...same here. We often learn most from those!
 
In 2002, SEAW (Structural Engineers Association of Washington) produced a three ring binder entitled "Seismic Evaluation and Rehabilitation of Buildings" that has a lot of useful guidelines too for all sorts of structural configurations... if you are in a seismic region, which most of us are, as we are finding out.
