Powerline system's design programs PLS-CADD, PLS-POLE & TOWER are industry standard for OH Line design. They are pretty expensive though (PLS-CADD used to be $10K USD and PLS-Pole $2.5k USD till few years ago). Since last couple of years, they have changed there license structure and now its subscription based (lesser upfront cost)
