We're working a minor lighting and site work project at a local marina and in walking around the site the sea wall doesn't have a hand rail on it. We've recommended installation but the Owner isn't keen on putting the railing up. In searching for code requirements I'm having a hard time finding where a hand rail is required on a pier, dock, or area adjacent to water. The drop is about 3ft and there aren't access ladders anywhere near so I really feel the handrailing at a minimum (if not a guardrail)is warranted. Does anyone have a specific IBC or other code reference I could show the Owner to back up our position?
