Ok folks - a friend asked me if I know of any structural firms in or near Houston doing checks after Harvey. She wants to be sure the firm is reputable and experienced. Are there any resources of local firms I can send her? I bet the local ASCE or SEA won't be excited to recommend one over another.

SLTA...try Baker-Klein in Dallas. Their headquarters is in Jacksonville, but they have an office in Dallas/Ft. Worth. Tell her to ask for Chris Sube in Dallas.

Also JAE used to work in that area so he probably knows someone.
 
Most likely these firms would be hired by insurance companies. Normally, FEMA doesn't cover damages to private property. However, after Hurricane Sandy they implemented the "Build It Back" program to aid homeowners without flood insurance. The engineering companies engaged for those assessments were FEMA's on-call consultants.
